This matches a bug that is currently open under SPR#: EZEL7JESRF. It was seen when upgrading the 'All Client' (Client, Designer, Admin) if using an 801 Domino Server. Not seen if upgrading the Client only. Is this what you are seeing?
I recommend you create a PMR with Support to have a customer report created against the SPR, if this is your issue.
